> What is the food aid programme for the most deprived persons?

It is a national programme through which food is allocated to the most deprived persons, 85% co-financed by the Fund for European Aid to the Most Deprived (FEAD) (2014-2020) and 15% by the Public Administration budget. It involves purchasing food on the market, supplying it to storage centres, and distributing it to the partner distribution organisations (hereinafter OAD - from its acronym in Spanish), which allocate it to authorised partner delivery organisations (hereinafter OAR - from its acronym in Spanish). In turn, the OARs distribute the food free of charge to the most deprived persons along with accompanying measures, which are a set of actions aimed at promoting the social inclusion of the people in need who receive food aid. As a basic accompanying measure, all OARs will provide information about the nearest social resources. This information will be prepared by the Ministry of Social Rights and 2030 Agenda.

The Managing Authority for the Operational Programme is the Deputy Sub-Directorate General for Management of the Deputy Directorate General of the European Social Fund Administration Unit (UAFSE), attached to the State Secretary for Employment of the Ministry of Employment and Social Economy. The Ministry of Agriculture, Fisheries and Food, through the Spanish Agrarian Guarantee Fund O.A. (hereinafter FEGA) and the Ministry of Social Rights and 2030 Agenda, through the Directorate-General for Family Diversity and Social Services, are the Intermediary Managing Bodies for the Programme.

FEGA is responsible for buying food through a public tender procedure and allocating it to the OADs through public resolution, among other tasks. The OADs will then distribute the food to the OARs, who will give the food directly to the recipients.

 

> Objectives of the Fund for European Aid to the Most Deprived (FEAD) (2014-2020).

To promote social cohesion, strengthen social inclusion and, therefore, help reach the objective of eradicating poverty in the Union. This objective aims to reduce the number of people at risk of poverty and social exclusion to less than 20 million people, in accordance with the Europe 2020 strategy. The FEAD will help achieve the specific objective of reducing the worst forms of poverty, providing non-financial aid to the most disadvantaged persons in the form of food and/or basic material assistance and activities to promote social inclusion.

The European Commission has published the mid-term evaluation of the Fund for European Aid to the Most Deprived (2014-2017) and an executive summary.

 

> Participants in the Food Aid Programme in Spain

* Businesses

Spanish businesses or any other economic operators established in the European Union that manufacture and sell food requested by the tendering procedures may bid in the corresponding tender processes.

The awarded companies promise to supply the food to the storage and distribution centres provided by the OADs in all Spanish provinces, as well as in Ceuta and Melilla.

In the framework of the 2021 Food Aid programme for the Most Deprived Persons - FEAD Operational Programme 2014-2020, the food supply tender has been authorised at the total value of 53,080,549.63 euros (VAT not included).

The announcement of the tender has been published in the e-office of the State's procurement platform and in the Official State Gazette (BOE).

The food covered by the tender is white rice, cooked chickpeas, canned tuna, spaghetti-style pasta, canned fried tomatoes, biscuits, canned vegetable salad, soluble cocoa, baby fruit and chicken jars and UHT whole milk.

 

* Partner distribution organisations designated by FEGA

Order AAA/2205/2015, of 15 October, of the Ministry of Agriculture, Food and the Environment, establishing the regulatory bases of the grants for associated distribution organisations, for covering administrative, transport and food-storage expenses within the framework of the operational programme on food subsidies of the Fund for European Aid to the Most Deprived (FEAD) in Spain.

Resolution of 3 November 2020, from the Spanish Agrarian Guarantee Fund OA (FEGA), issues a call for applications for grants to associated distribution organisations, to cover administrative, transport and food-storage expenses within the framework of the FEAD Operational Programme on food subsidies in Spain in 2021.

Organisations with the following characteristics may participate in the 2021 Programme as OADs: be legally constituted, non-profit, national organisations, with by-laws relating to the provision of social assistance to the deprived, with similar characteristics to FEAD, and that have the structure and sufficient administrative, operative and financial capacity to be able to deliver the food to the OARs and monitor these actions.

The OADs designated by FEGA for the 2021 Programme are:

 

* Partner delivery organisations

Participation in the 2021 Programme as OARs is open to legally constituted, non-profit organisations, with by-laws relating to the provision of social assistance to the deprived, with similar characteristics to FEAD, and that have the administrative, operative and financial capacity to carry out the free distribution of food to the deprived, in accordance with the requirements of Order AAA/2205/2015. They must also provide services for at least 20 deprived persons.

The FEGA Resolution of 3 November 2020 from the Spanish Agrarian Guarantee Fund OA establishes the requirements and obligations that the OARs must fulfil and also establishes the application procedure for participation in the programme.

In turn, organisations that wish to be included as authorised OARs for distributing and providing space for the food from the programme to be eaten should direct their application through the OADs.

 

* Deadlines for submitting participation requests from the partner delivery organisations to the partner distribution organisations

  • 1st phase of the 2021 programme: 8-04-2021 to 3-05-2021, inclusive.
  • 2nd phase of the 2021 programme: 25/06/2021 to 6/09/2021, inclusive

 

* Beneficiaries

Food will be distributed free of charge, among the most deprived persons, by the OAR. The most deprived persons are understood to be individuals, families, households and groups that find themselves in a situation of economic poverty, as well as the homeless and other people in especially vulnerable social situations.

These circumstances will be determined by a report from public social services, social workers or professionals from the organisations participating in the programme who carry out similar duties. It will not be necessary to submit a social report when food is distributed in soup kitchens or to homeless people.

In Spain, people in need who wish to receive food as beneficiaries of the programme may turn to authorised OARs.

In turn, organisations that wish to be included as authorised OARs for distributing and providing space for the food from the programme to be eaten should direct their application through the OADs.
