National Rural Development Programme 2014-2020

The European Agricultural Fund for Rural Development (EAFRD) is the fund through which the European Union contributes to the funding of rural development programmes carried out according to the provisions in European law regarding rural development aid.

These rural development programmes are applicable in Spain, during the 2014-2020 period, via 17 regional programmes and one national programme.

The Spanish National Rural Development Programme (PNDR) was approved through the Commission Implementing Decision of 26 May 2015. EU funding for the 2014-2020 period totals 238 million euros.

The Managing Authority of the PNDR is the Ministry of Agriculture, Fisheries and Food, and the Environment, which operates through the General Directorate of Rural Development and Forest Policy. The Spanish Agrarian Guarantee Fund O.A. (FEGA) and the Directorate General of Food Industries jointly manage and implement the following measures within the framework of the PNDR:

  • Aid for professional training and skill acquisition activities.
  • Aid for demonstration activities and information actions.
  • Aid for investment in transforming, marketing and/or developing agricultural products.

Similarly, FEGA and the Directorate General of Productions and Agricultural Markets jointly manage and implement Subsidies to encourage the establishment of producer organisations of a supra-regional nature in the agricultural sector.

Furthermore, FEGA and the General Directorate of Rural Development, Innovation and Agri-food Training manage and implement the following aid:

  • Aid in obtaining subsidies for the completion of innovation projects of general interest by operational groups of the European Innovation Partnership for Agriculture Productivity and Sustainability (EIP-AGRI) within the framework of the National Rural Development Programme 2014-2020.

FEGA is responsible for, among other actions, approving and publishing the notices for the aid, participating in the valuation process for the aid requests, approving the granting of the corresponding subsidies, carrying out control tasks to guarantee appropriate implementation of the measures, and processing the payments for the beneficiaries.

 

Objectives of the Spanish National Rural Development Programme

The fundamental objectives include encouraging associative agri-food integration, encouraging the establishment of associations and organisations of producers and favouring industrial stimulation within the agri-food sector through cooperation.

Encouraging and promoting integration between associative agri-food entities are tools of great importance for favouring competitiveness, resizing, modernisation and internationalisation. In fact, the strengthening of association structures and their overall growth will enable developments to be made in terms of innovation and the incorporation of new technology. It will also increase their productivity and efficiency and improve their ability to compete, more effectively, both in the national market and in international markets.

In this regard, Law 13/2013, of 2 August, on encouraging integration between cooperatives and other associations in the agri-food sector, contemplates a basic instrument for contributing towards improving the structuring of the offer and integration, through the resizing of the associations: the new Primary Association figure. Royal Decree 550/2014, of 27 June, develops the requirements and procedure for recognising Primary Associations.

Submeasure 1.1. Financial aid for professional training and skill acquisition activities

These subsidies are available for the training service providers, whether public or private companies, referred to in Article 3 of RD 312/2016, of 29 July, (consolidated text, last updated on 12/01/2019) and who fulfil the requirements established in Article 5 of the cited Royal Decree.

Submeasure 1.2. Aid for demonstration activities and informative actions

These subsidies are available for the demonstration and information service providers, whether public or private companies or organisations, referred to in Article 3 of RD 126/2016, of 1 April, (consolidated text, last updated on 12 January 2019) and who fulfil the requirements established in Article 4 of the cited Royal Decree.

Submeasure 4.2. Financial aid for investing in transforming, marketing and/or developing agricultural products

These subsidies are available for primary associations as recognised in RD 550/2014, of 27 June, (consolidated text, last updated on 06/04/2019)

Submeasure 16.2. Aid in obtaining subsidies for the completion of innovation projects of general interest by operational groups of the European Innovation Partnership for Agriculture Productivity and Sustainability (EIP-AGRI) within the framework of the National Rural Development Programme 2014-2020.

– To apply for payment for the first completion period (from the start date until 16 September 2020), the payment application should be submitted between 17 September and 1 October 2020.

– To apply for payment for the second completion period (for projects ending after 16 September 2020), the payment application should be submitted between 16 and 31 July 2021.

However, for beneficiaries submitting the application for an exceptional extension in accordance with the Resolution of 30 April 2021 on the Spanish Agrarian Guarantee Fund A.G., in the event it is authorised, the extraordinary time frame for submitting applications for payment will run from 16 September until 1 October 2021.

2020 Call

– To apply for payment for the first completion period (from the start date until 15 September 2021), the payment application should be submitted between 16 September and 1 October 2021.

– To apply for payment for the second completion period, the payment application should be submitted between 16 September and 1 October 2022.

– To apply for payment for the third completion period, the payment application should be submitted between 16 March and 1 April 2023.
