Coordination of funds

In its capacity as a coordination body in the framework of (EU) Regulation 1306/2013 of the European Parliament and Council Regulation, on the financing of the common agricultural policy, the Fondo Español de Garantía Agraria O.A. (Spanish Agrarian Guarantee Fund, FEGA) is tasked with coordinating with the paying agencies authorised by the autonomous communities to pay the subsidies financed by the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD).

To perform these coordination tasks, FEGA organises Coordination Groups with the participation of representatives appointed by the autonomous communities and by other departments of the Ministry of Agriculture, Fisheries and Food. These groups meet according to a calendar that is established every six months, and are generally chaired by a FEGA deputy director-general. The groups function thanks to the participation of the representatives of the autonomous communities, and their work is reflected in the form of circulars, procedures and interpretative notes.

Meanwhile, financial co-ordination is also carried out under a PIONEERING system in Spain, known as the pre-financing system, which allows resources to be pre-positioned through the Treasury, in order to cover the expenses incurred by the paying agencies and paid for by EAGF and EAFRD, before they are reimbursed by the Commission. This system brings added value, as it:

  • allows guaranteed traceability of the funds before, during and after payments,
  • ensures that CAP funds reach the final beneficiaries within just 4 days after their request by the paying agencies. (See more: Pre-financing system)

In addition, under the European Commission dialogue and information procedure for all issues relating to the financing of the CAP, FEGA, as the coordinating body, is responsible for providing a detailed report on the expenditure of each fund for the month prior to its declaration, in the case of the EAGF, and for the previous quarter in the case of the EAFRD.
