Regulation (EU) No. 1305/2013 of the European Parliament and the Council of 17 December on aid for rural development via the European Agricultural Fund for Rural Development (EAFRD) repealing Regulation (EC) No. 1698/2005 of the Council, establishes the general regulations governing European Union aid for rural development during the period 2014-2020 .
This regulation sets out the basic objectives that rural development policy is designed to support (competitiveness and sustainable, balanced territorial management) as well as the Union's priorities for rural development. These priorities are grouped under 6 points:
1.Encouraging knowledge transfer and innovation in agriculture, forestry and rural areas.
2.Improving the viability and competitiveness of every kind of agriculture, promoting both innovative agriculture and sustainable forest management.
3.Promoting the organisation of the food chain, animal welfare and agricultural risk management.
4.Restoring, conserving and improving ecosystems that depend on agriculture and forestry.
5.Promoting the efficient use of resources and supporting progress towards a hypocarbon economy that can adapt to climate change in the agricultural, food and forestry sectors.
6.Fostering social inclusion, reducing poverty and economic development in rural areas.
To achieve these, the Member States and regions are developing Rural Development Programmes (RDPs) based on at least 4 of the 6 aforementioned priorities.
The RDPs include a series of measures and operations that are co-funded by the EAFRD, giving them a broad range of very different activities aimed at achieving the goals and priorities of rural development policy.
